Standoff ends
after 90 minutes

An attempted traffic stop in South Portland on Monday led to a 90-minute standoff in the Redbank area.
South Portland Police Lt. Todd Bernard said David Francis, 37, was arrested about 1:15 p.m. without incident after he emerged from the home of an acquaintance on Wainwright Circle West.
Francis, a city resident, was charged with being a habitual offender for operating after suspension, failure to stop for an officer and violating bail conditions.
After a South Portland police officer noticed Francis driving with an invalid license, Francis fled to the home instead of stopping, Bernard said.
Bernard said officers and detectives surrounded the house when Francis refused an order to come out. Neighboring homes were not evacuated.
Officials at the Cumberland County Jail in Portland said Francis remained in custody Wednesday.

Seats open for municipal election

Residents in South Portland and Cape Elizabeth interested in running for local offices can pick up nomination papers beginning next week.
In South Portland, five seats will be open for the Nov. 8 general election. City Council seats will be open in Districts 1, 2 and 5. One at-large and one District 5 board of education seat will be open. All seats carry three-year terms.
City Clerk Susan Mooney said potential candidates need to gather at least 100 signatures from qualified voters who live in the districts and submit them by 4:30 p.m., Sept. 12, to make the ballot.  Nomination papers will be available at city hall.
In Cape Elizabeth, nominations papers will be available Aug. 1 for elections for two council and two board of education seats. Potential candidates need to gather between 25 and 100 signatures of local registered voters. Nomination papers must be submitted by 4 p.m., Sept. 9.

Races prompt road closures

Cape Elizabeth and South Portland officials have announced several street closures for upcoming races. The first closure will occur Sunday for the fourth annual Tri for a Cure triathlon.
In South Portland, Fort Road, Surfside Street and Benjamin W. Pickett Street in the vicinity of Southern Maine Community College will be closed from 7 a.m. to 1 p.m.
In Cape Elizabeth, the northbound lane of Shore Road will be closed from 10:30 a.m. to 12:30 p.m. as part of the bicycling route for the triathlon.
The 14th annual TD Banknorth Beach to Beacon race will be held Aug. 6. The following closures were announced by Town Manager Michael McGovern:
Route 77 from Sprague Hall to Kettle Cove Road – 6 a.m. to 10 a.m.
Crescent Beach State Park – 7:30 a.m. to 8:30 a.m.
Route 77 from Kettle Cove Road to Old Ocean House Road – 7:30 a.m. to 10 a.m.
Old Ocean House Road – 7:30 a.m. to 10 a.m.
Route 77 at Hillway – 7:30 a.m. to 10 a.m.
Shore Road from Key Bank to Fort Williams – 7:30 a.m. to 11 a.m.
Shore Road at post office – 7:30 a.m. to 11 a.m.
Fowler Road (except shuttle buses) –7:15 a.m. to 10 a.m.
Scott Dyer (eastbound) – 6:45 a.m. to 8 a.m.
