&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The South Portland City Council will vote on the budget April 26. The city’s residents will vote May 6 whether to validate it.&lt;/p&gt;

This money would be used to seed a secondary school capital reserve fund. The fund would be used to pay debt service on renovations and additions to the middle schools and high school.&lt;/p&gt;

That seems fiscally irresponsible,” he said.&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The board decided to use $1.2 million of surplus funds to balance the budget. That leaves a balance in the fund of $2.3 million.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Cost of the high school renovation was reduced this time around by eliminating an artificial field, second gym, four classrooms and cutting the overall size of the plan by 29,000 square feet, according to Kathy Germani, a member of the school facilities committee.&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;A loss is still a win in the eyes of Southern Maine Community College’s lady Seawolves.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;While the college basketball team fell short of a national title last week, it’s the third time the team has been to the competition during its seven-year history.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Only 12 teams qualified for the tournament, which featured colleges from throughout the United States. It was the second time in three years SMCC advanced to national playoffs. SMCC also played in the national tournament in 2006.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“There’s a lot of competition out there. We got to play some great teams. We weren’t so lucky but it was still a lot of fun,” said Rachel Del Camp, South Portland resident and sophomore at SMCC.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Del Camp, 21, said she has had many great experiences on the basketball court, but said none of them top when she got to play in the United States Collegiate Athletic Association National Basketball Tournament with her college teammates and their third-year coach, Becky Roak.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;While the team lost in the tournament, the 5-foot, 11-inch sophomore called the experience, “eye-opening.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“The feeling is indescribable when you accomplish something like that,” Del Camp said.  “It was a goal we all wanted to obtain. It was like icing on the cake. You can’t get much better than that.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Del Camp, a graduate of Catherine McAuley High School in Portland, said she’s played basketball her entire life.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt; “(The tournament) was so different. It was great to go out there and compete. We have a lot of team chemistry.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The Seawolves played two games in the tournament, which was hosted by Penn State University in Fayette, Pa., and lost both to bigger, faster, more athletic opponents, Roak said. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Roak grew up in Portland and played basketball for Portland High School. Before coming to SMCC, Roak served for one year as head coach of the women’s basketball team at the University of Maine at Machias.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;She began her coaching career by working as assistant coach for women’s basketball at Chowan College in North Carolina, a position she held for three years.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“She’s a tremendous coach,” Del Camp said. “She’s so positive. She put it all together for us. She’s great.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook; min-height: 10.0px"&gt;&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;&lt;strong&gt;SMCC has had many successful men’s sports&lt;/strong&gt; teams since the college opened in 1946, but it did not sponsor women’s athletic teams consistently until the arrival of Athletic Director Matt Richards in 2003. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Richards has spent the last seven years developing the women’s athletic program at SMCC.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“When I got the job, one of my tasks was to give women’s athletics some emphasis,” Richards said. &lt;/p&gt;

Playing in the consolation bracket the next day, the Seawolves were beaten by Saint Mary of the Woods, another Indiana school. The final score was 51-26.&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The owner of a South Portland motel damaged by fire last week is still unsure how much it will cost to repair damage to a large portion of his building.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Firefighters from South Portland, Portland and Scarborough responded March 4 to a two-alarm fire at the Knights Inn motel located at 634 Main St.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Eight years ago, the same property, then called the Budget Inn, suffered a fire that was even worse, according to Kenny Patel, who has owned the motel for 10 years.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Last week’s fire was started when a propane heater exploded in the room occupied by David Jauchius, 60. He was taken to a Portland hospital with burns to his face and arms, according to a press release from Steve McCausland of the Maine Department of Public Safety.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The room was heated by a hot water baseboard but Jauchius was using the propane heater as his main heating source, McCausland said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Patel said Jauchius was violating motel policy by having his own heater in the room. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“We provide heat,” Patel said. “He was not supposed to have that (heater),” he said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Investigators found two, 20-pound propane tanks and 123 small disposable propane tanks in the room. Most of the small tanks were empty, McCausland said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Patel said staff members didn’t know about the heater in Jauchius’ room because he was a long-term tenant who did not take room service.  Jauchius lived at the motel for eight to 10 months, Patel said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;One other tenant was treated for non-life threatening injuries at the scene and released, according to Lt. Robb Couture of the South Portland Fire Department.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Jauchius was released from the hospital Saturday and is now living at another motel in the greater Portland area, Patel said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Jauchius wouldn’t comment on the incident.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The fire gutted Jauchius’ room and five other rooms. The motel’s roof also suffered severe damage, according to McCausland.   &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Patel said he is now working with his insurance company to determine how much repairs will cost. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I don’t know how much it will cost,” said Patel, adding that he didn’t intend to seek legal action against Jauchius because the man “had nothing.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Couture speculated the incident would cause “fairly significant dollar loss.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Two holes were visible in the roof – one caused by flames shooting through the roof and another firefighters made to make sure fire had not spread throughout the complex from inside the roof.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“The roof burned completely off,” Couture said. “Once it’s (fire) up into the roof, it’s hard to chase.  (Firefighters) cut away from the fire to make sure the fire hasn’t gone past them.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The motel is divided into two sections. The burned section has 13 rooms. Nine of the rooms were occupied at the time of the fire, Patel said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;All of the displaced tenants were moved to the section that was not damaged by the fire.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Drivers were forced to seek alternate routes because the fire required Route 1, between the Maine Turnpike Spur and Aspen Avenue to be shut down for two hours, according to South Portland police.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Patel estimated it would be about six months before he could reopen the burned section. With the tourist season coming on, Patel said his income would be limited because he now has fewer rooms to rent.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The initial call came into the South Portland Fire Department at 9:34 a.m., according to Couture. Twelve South Portland firefighters responded and found heavy fire and smoke damage. They quickly realized they needed more help.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Portland and Scarborough sent trucks and firefighters to the scene. All three South Portland fire stations responded and two volunteer companies in South Portland provided reinforcements.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“We have good mutual aid agreements with all the surrounding communities,” Couture said. “It’s a benefit to have those guys come in and back us up.”    &lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Starting at 7 a.m. on both days, the U.S. Coast Guard base in South Portland will host the nation’s largest oil spill exercise.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“The role of the local base will be to coordinate response activities in the port and offshore,” said Coast Guard Lt. Commander David Sherry. “We’ll be working with state and industry partners as primary responders in the field and in the command post.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Called Spill of National Significance, or SONS for short, the drill will involve more than 1,000 participants from the Coast Guard and many public and private partners including Shell Oil Products, the Environmental Protection Agency, Maine Department of Environmental Protection and Marine Spill Response Corp.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;SONS 2010 also will involve a variety of land and sea resources including booms, trailers, barges skimmers and cutters.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“It’s kind of like the Super Bowl of pollution exercises. That’s how we like to say it,” said Coast Guard Lt. Lisa Ceraolo.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The purpose of the exercise is to test coordination of federal, state, local and private sector&lt;strong&gt; &lt;/strong&gt;resources to contain and clean up the discharge caused by a severe oil spill. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;In 1996, Casco Bay experienced a major oil spill when the tanker Julie N rammed into the “Million Dollar Bridge” that used to connect South Portland and Portland. The ship spilled thousands of gallons of oil that fouled the Fore River and did extensive damage to the environment and waterfront properties in both cities.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The South Portland Coast Guard base was heavily involved in the investigation, containment and cleanup operations of that accident.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Much of the on-the-water activity later this month will be centered on Anchorage A near Fort Gorges, said James McPherson, Coast Guard captain of the port. McPherson said the exercise will have no impact on regular maritime traffic in Casco Bay. Much of the activity will be visible from the Eastern Promenade, McPherson said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;  Participants will be tested on their ability to deal with the scenario of a collision 15 miles east of Portland Head Light between an oil tanker and a car carrier. The two ships break apart and the car carrier sinks in the middle of the ship’s channel, blocking maritime traffic into and out of Portland Harbor.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The simulated collision, occurring in a strong winter storm, results in a major spill of 3 million gallons of oil that causes numerous economic, environmental and political challenges.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;SONS is held every three years. This is the first time it’s been done in Maine. The last time it was held on the East Coast was 12 years ago.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The entire plan was laid out for the general public at an open house March 4 at Ocean Gateway Terminal in Portland.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“This exercise should scare us. It’s a reminder that it can happen here. The only way we’re going to get through real world spills is if we prepare,” said Casco Baykeeper Joe Payne. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;He was one of the speakers at the open house and is in charge of coordinating volunteers for SONS 2010. Payne works for the Friends of Casco Bay, which is located at Southern Maine Community College.&lt;/p&gt;

These materials include crude oil, home heating oil, jet fuel and gasoline. &lt;/p&gt;

While the street has only five abutters, several councilors wanted to notify more residents.  &lt;/p&gt;

Maietta said at a workshop last month that more parking would make it easier for him to market the shopping center to potential retailers.&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;A bill that allows using automated license plate recognition systems under certain conditions won approval last week from the Legislature’s Joint Transportation Committee.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;South Portland currently is the only police department in Maine that uses the technology. The system, installed in one cruiser, includes three cameras mounted atop the vehicle that can photograph license plates and compare them to plate numbers on an established “hot list” from local, state and national databases.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The system immediately alerts an officer if it finds a license plate matched to wanted persons, Amber alerts or stolen vehicles.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Sen. Larry Bliss (D-South Portland, Cape Elizabeth), who testified before the committee Feb. 5, said a study group will spend the next year creating parameters for use of the technology and developing rules for safety of data the system collects.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;He also said South Portland’s use of the technology will be watched as a pilot program. Other municipalities will not be barred from purchasing similar technologies.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Data collected by the ALPR system must be purged after 21 days, according to the amendment.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Lt. Frank Clark of the South Portland Police Department alerted Bliss to a “significant problem in the final version of the bill,” Bliss said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Bliss said the committee added some language that appeared to only require the technology be used if police have “reasonable and articulable. suspicion” about the vehicle. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“This prohibits the use of the technology to search for victims of domestic abuse, Alzheimer’s patients…or other non-criminal circumstances,” Bliss wrote.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Clark said his department objects to the phrase “reasonable and articulable suspicion.” &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“It makes it ambiguous as to when we may and may not be able to enter information into the system,” Clark said. “The language is unclear. They’re really imposing a higher standard which is reducing the ability of this system to make us more effective and efficient.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The primary purpose of the ALPR system is to increase public safety and officer safety, Clark said.&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The committee did not make any changes to the bill as amended at its last meeting on Tuesday, March 2, according to Legislative Aide Michael Dunn. It was referred to the Reviser’s Office to make sure it’s in technical legal form. Once the bill comes back to the committee, it will be voted out to the Senate with an “ought to pass” recommendation by a 12-1 majority, Dunn said. The deadline for all bills to come out of committee is March 11.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The Maine Civil Liberties Union initially supported a total ban of license plate recognition systems in the state. In a press release, the MCLU signaled its acceptance of the compromise.&lt;/p&gt;

While this compromise does not go as far as the MCLU had originally hoped it would, the committee deserves praise for its careful consideration of the competing values,” said Shenna Bellows, executive director of the Maine Civil Liberties Union.&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The board in a 5-2 vote last week asked Superintendent Alan Hawkins to produce the different proposals and show how each would impact taxpayers and schools.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The first budget would be based on no increase in taxes; the second would have no cuts in positions, programs or services; and the third would assume a 50-50 split between raising taxes and making cuts.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Board members also asked Hawkins to include a list of school improvements, including adding a gifted and talented program and other ideas citizens suggested during a public forum last December. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Vice Chairman Katherine Ray and board member Linda Winker voted against the motion to produce three proposed budgets.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Ray said in the past the board would receive one budget and then make additions or deletions.&lt;/p&gt;

He reminded the board that time was short and urged them to make a decision quickly. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I came to this budget hearing tonight to talk to you about where you want me to go,” Hawkins said. “I need to get a sense of what you want so I’ll know what kind of budget to bring in. We are on a very tight timeline.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Board member Mary Townsend said she feared a repeat of two years ago when it took three citizen referendums to approve the school budget.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I think we need at least two or three budgets. I don’t want to spend all summer re-voting. The upfront work has to be done so that we don’t continue on into the summer,” she said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Winker sided with Ray and said the superintendent and his staff have done their due diligence.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I find it difficult to ask (Hawkins) to sit down and create three or four scenarios to look at. I find it very unrealistic,” Winker said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I would find it very useful to have three scenarios,” Millett said. “I don’t think the time frame is unrealistic.”&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Eliminating 31 jobs, outsourcing custodial services and consolidating to one middle school are some steps needed to offset a projected deficit of $2.6 million in next year’s school budget, according to South Portland Superintendent Suzanne Godin.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Godin made the recommendations last week at the first of six forums to gather public input on the budget. A large audience, including many school employees, attended the meeting at Memorial Middle School. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The school district’s fiscal year 2011 budget of $39.4 million is $51,203 less than last year’s budget. Budget projections are based on the assumption South Portland will not increase property taxes next year, according to Godin’s report.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“We have been directed by the city council to come up with a zero-based budget,” Godin said. “There are no easy answers.”&lt;/p&gt;

South Portland students currently do not pay to participate in athletic programs or co-curricular activities.&lt;/p&gt;

All Mahoney students would be transferred to Memorial. Godin said up to 12 portable classrooms at Memorial would accommodate additional students.&lt;/p&gt;

V Zones are defined as areas that have a 1 percent chance of flooding each year, Haeuser said.&lt;/p&gt;

Portland business owners and residents in that area have filed only $40,000 to $50,000 worth of flood insurance claims through FEMA, Haeuser said.&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Ian Nono, who immigrated to this country from Sudan as a young boy, never played basketball until the fifth grade. Until then, his game was soccer.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;While watching some neighborhood boys playing basketball on a court at Reiche School in Portland, Nono asked if he could join in.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The boys said Nono could play on one condition: he had to make a 3-point shot. Nono made the shot and the rest is history. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;He went on to play for middle and high school teams in Portland, Chicago and Minnesota and said he hopes to play in college or at a post-graduate prep school next fall.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;During this past winter, Nono played for A.R. Gould School. Following his team’s loss to Vinalhaven in the semifinals of the Class D West boys high school basketball tournament last week, Nono and his teammates headed home.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Nono’s home however is different from those of most teenagers. He lives in Long Creek Youth Development Center, a correctional facility for juvenile offenders located in South Portland.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Approved by the Maine Department of Education, A.R. Gould is contained within Long Creek and is responsible for educating juveniles adjudicated by Maine state courts.&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The Bears were required to play all regular season games at home, and compiled an 11-0 record and earned a No. 2 ranking in the Heal Point standings kept by the Maine Principals Association. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Gov. John Baldacci had to approve the team’s request to travel to Augusta for the tournament games held at the Civic Center last week.&lt;/p&gt;

This is an opportunity they will remember for the rest of their lives. By them being involved in activities like this, it builds intrinsic motivation and changes the way they think. &lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“He’s very bright. He’s very goal-oriented. He’s said he wants to go on to college and he certainly has the academic ability to do that,” Boisvert said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Boisvert said Nono only needs to pass one more course to graduate from A.R. Gould. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook; min-height: 10.0px"&gt; &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;&lt;strong&gt;Like most young men&lt;/strong&gt; and women, Nono has hopes, dreams and aspirations for a good quality of life.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Nono said he made some bad choices that led to his sentencing to Long Creek, though he wouldn’t elaborate on specifics. Still, Nono said he takes full responsibility for those decisions and said he does regret making them.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I can’t really make an excuse for it,” Nono said. “It’s something that happened. It’s my fault. I take the blame for what I did. If I do something, I admit to it.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt; Nono said he is working hard to get himself rehabilitated so he can become a productive member of society. He looks forward to graduating soon from A.R. Gould and to his Long Creek release expected later this spring.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“At Long Creek there’s a program that you do. If you behave you get a phase every month. I’m doing pretty good. I’m on the right track in my program,” Nono said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;After college, Nono wants to be an entrepreneur and business owner.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I want to go to college to learn about business, how to be able to manage your own business, that’s kind of what I’m looking forward to,” said Nono. “I like being my own man.”&lt;/p&gt;

He envisions a day when trolleys will carry hundreds of people over city streets like they did many years ago.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Haeuser’s dream may be one step closer to reality after the South Portland City Council’s unanimous vote Feb. 17 to establish a transit-oriented municipal development and tax-increment financing district, or TIF. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Money in the new transit district could go to infrastructure for more bus routes, bike paths, bike racks, walking trails and perhaps trolleys. It’s designed to give people an alternative to automobiles, Haeuser said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The district would be comprised of 15 parcels scattered throughout the city from Front Street on the east end to Gorham Road near the Maine Mall. Ten of the parcels are commercial properties. The rest are residential properties, Haeuser said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;When property owners within these parcels improve their properties the value will increase just like they would in any other location. The increased value will be determined by the city’s assessment office. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;If a property owner increases the assessed value of his property in the district by $100,000, his annual property tax bill would increase by $1,470, according to a letter Haeuser sent to property owners Feb. 10.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;One quarter of the $1,470 would go to the transit TIF fund, and the rest would go to South Portland’s general fund for other city expenses.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“In these trying budgetary times, we didn’t want to over-impact the general fund. We figured 25 percent is a reasonable amount,” Haeuser said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;To comply with the law, the city must reinvest TIF money into the district to encourage economic development.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The council’s action authorizes Haeuser to apply to Maine’s Department of Economic and Community Development for state approval. Haeuser said he will submit the application April 1.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Orono has an application pending for a TIF transit district with the Maine Department of Economic and Community Development, according to Haeuser. As far as he knows, it’s the only other such application in the state.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Haeuser said it would take the department a few weeks to approve the application and he anticipates no problems with the process. The city will be able to implement the transit TIF immediately following approval, Haeuser said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Transit TIFs are relatively new and were legalized by legislative action last summer. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“This new law would allow the city to use tax-shift subsidized funds to improve transit services in the city,” said City Manager Jim Gailey in a position paper prepared for the council.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The council first discussed this issue at a workshop last December. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“This is an economic development tool. The TIF will encourage more transit services, thus stimulating more economic growth,” Haeuser said. “We’re trying to lay a foundation for future growth.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“There is no difference to you,” Haeuser wrote, “You (property owner) are still paying your taxes in the same way as usual – but in terms of the city’s accounting some of the funds are going to a different place in order to provide better transit services.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Annual TIF revenues are capped at $240,000 for the first five years. The cap is inflated by 1 percent every year thereafter until the TIF district expires after 30 years. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“This is sustainability policy-making that puts us on the map,” said City Councilor Patti Smith. “This is the broadest brush you could use for improving the quality of life.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The TIF revenue could also be used for bus driver salaries, gas, new buses, maintenance and other operational expenses, Haeuser said.&lt;/p&gt;

It gets the idea of this transit district on the books in South Portland. We believe in transit. &lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The South Portland City Council is considering a budget that would mean no increases for city property owners for fiscal year 2011.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;South Portland City Manager Jim Gailey presented the proposed budget to the council during a workshop Monday. If approved, it would go into effect July 1. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;To achieve a zero percent tax rate increase, the city must find $887,731 in savings. Gailey’s proposal came within $32,355 of that figure according to a spreadsheet he released at the workshop.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Gailey’s savings come from $568,338 in proposed cuts to positions, programs and services; $250,000 in surplus funds and $37,038 from increased fees and bus fares. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Gailey said he is confident he can find the additional $32,355 before the council gives its final approval at a special meeting scheduled for May 24. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“None of us like what’s before you this evening,” Gailey said to councilors. It has been an extremely difficult budget for all of our staff,” he said.  &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Gailey said the fiscal year 2011 budget would be $1.3 million less than the current municipal budget. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Finance Director Greg L’Heureux said this year’s municipal budget is $27.5 million.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I want to express my appreciation to the staff for pulling this budget together. The work you’ve done here is excellent,” said Councilor Tom Blake, who said he favors a zero percent tax rate increase. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I think you’re right on target. Good job,” he said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The budget as proposed would eliminate 7.75 positions, including two firefighters, one police officer and one police detective. Gailey said all of the positions are vacant.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Councilor Jim Hughes was concerned about public safety consequences of cutting four positions from the fire and police departments. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I don’t want to see us getting to the point where we’re hurting our core responsibilities like fire and police,” Hughes said. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The city is expected to save $200,776 in salaries and benefits by not filling these positions, according to Gailey’s spreadsheets.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Additional revenues are expected to be generated by increasing a variety of fees, including ambulance service and bus fares, according to Gailey’s proposal.  If approved by the council, bus fares would increase from $1.25 to $1.50. Gailey’s projectioned the hike in bus fares would garner $13,038 in extra revenues.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I personally feel an increase in the bus fare is the right thing to do,” said Councilor Patti Smith. “It’s a pretty good deal. I think the increase is valid and I think it’s necessary to make this budget work.” &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;City Councilor Rosemarie De Angelis proposed one more cut to the budget – health insurance for councilors.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“It needs to be on the table for consideration as a cut,” De Angelis said. “We cannot save face without putting that out there. It’s not a service. It’s a benefit and it’s one that we could eliminate.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Health insurance has been offered to city councilors since 1977, Gailey said. Some current councilors participate in the program and some do not.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Last August, the council considered an order to let citizens decide by referendum if councilors should be entitled to health insurance. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;A motion to put the question on the November ballot failed by a vote of 4-2.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;If health insurance for councilors was eliminated, Gailey estimated it would save the city $63,000 to $65,000.  &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I think we need to look at increasing revenue. Look at what we gain for $10 per household per year,” said Mayor Tom Coward.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;A 1 percent increase in the tax rate would generate an additional $170,000 for the city, according to Gailey’s figures. It would add $9.61 to the annual tax bill for a homeowner with property valued at $216,000.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“Being careful with the public’s money is a good thing to do,” Coward said. “But if we concentrate too much on the bottom line, we lose what makes South Portland, South Portland. Crippling essential services is a false economy. I’m not willing to cripple the city to be able to say I kept taxes level.”&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;South Portland police arrested a man this week they believe burglarized several homes and vehicles in the area. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Adam Black, 23, of South Portland, was arrested at 2:30 a.m. Monday by Officer Andrew Nelson and taken to Cumberland County Jail.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Black is charged with burglarizing two homes on Lowell Street and three vehicles in the same area. The crimes were allegedly committed late Sunday night or early Monday morning, according to South Portland Police Sgt. Steve Webster.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“He was a busy boy last night,” Webster said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;At the jail, Black was charged with two counts of Class B burglary and three counts of Class C burglary to a motor vehicle.  &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The maximum sentences for the crimes are 10 years in prison for each Class B burglary and five years in prison for each Class C burglary, according to a press release issued by the South Portland Police Department.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Bail has not been posted because Black is on probation and a hold has been placed on him, Webster said. Black was scheduled to make his initial court appearance Feb. 24.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“(Black) is not going to get out right away,” Webster said. “My guess is he’s going to stay at the Cumberland County Jail for a while.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Black pleaded guilty Feb. 2 to a burglary he committed last August, Webster said. For that offense, Black was sentenced to two years of probation and time previously served – 52 days in jail.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;South Portland police were alerted to one of the burglaries Monday morning when a homeowner called to report he awoke to find Black in his bedroom. The suspect immediately fled from the home, according to Webster.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“The (homeowner) opened his eyes and (Black) was standing over him,” Webster said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Minutes later, Black was found hiding behind a car near the man’s home on Lowell Street. The suspect was in possession of cash, loose change and an iPhone when he was apprehended, Webster said. The iPhone was returned to its owner.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;All doors were locked in the two burglarized homes, Webster said. The three burglarized vehicles were not locked.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“(Black) had evidence on him at the time of his arrest,” Webster said. “He left personal things at the scene of the crimes and he had stuff from the cars in his pockets.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;A K-9 officer from Westbrook was called in to help with the follow-up investigation. South Portland has its own K-9 officer but he was off duty, Webster said.&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Like a phoenix rising from the ashes, the Cape Elizabeth High School speech team went from near extinction to state champions this year.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The Capers won the state title Jan. 30 at the University of Maine in Orono. It was Cape’s first speech championship since 1995.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I felt we had a good chance at it, but I didn’t feel overconfident,” said team member Brendan Stewart, a 17-year-old junior.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt; “It’s a pretty big deal,” said sophomore William McCarthy, 16. “We’re all pretty excited about it.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Cape’s team members competed in several speaking categories: Liz Briggs (extemporaneous); McCarthy (original oratory); Kelsey Krull (original works) and Steven Savio (poetry) were all individual winners.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“They are the best team in the state because they competed against schools of all sizes,” said coach Richard Mullen, who led the team to 10 consecutive state titles from 1985 to 1995. Competition is not based on school enrollment.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Mullen, 74, has taught English, theater, speech and debate at the high school for 35 years. He stopped coaching the speech team after the 1995 season before returning as coach last fall.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook; min-height: 10.0px"&gt;&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;&lt;strong&gt;During the 2007-2008 school&lt;/strong&gt; year only five students participated in the speech program and the school seriously considered dropping it due to a lack of interest.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;But Mullen stepped in and persuaded school officials to give the program another chance. Mullen agreed to volunteer and assist coach Lisa Melanson during the 2008-2009 academic year.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Mullen and Melanson, an English teacher assigned to the high school’s achievement center, recruited enough students to make the speech team viable and competitive last year. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Together, they were able to boost the team’s membership to 35 boys and girls. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“We yanked victory from the jaws of defeat,” Mullen said. “We started building it and the students flocked to it. The interest was here all along. It just hadn’t been tapped.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;This year Mullen and Melanson switched roles. Mullen took over as coach and Melanson was his volunteer assistant. With the numbers problem solved, the team faced another obstacle: money. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Before the season started, the team lost its $6,000 subsidy when the school budget was cut. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Spurred by Mullen’s encouragement, parents and students raised $3,000 by selling refreshments and redeeming soda bottles. The team also made money by holding a live speech team performance at the high school and collecting voluntary donations from the audience. Mullen also secured a $3,000 grant from the Cape Elizabeth Education Foundation.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I think it was essential that Richard stepped back in because of his entrepreneurial skills and his resourcefulness,” Melanson said. “There’s been a constant attempt on Richard’s part to garner funds on the fly.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Mullen said he hopes the school will find a way to sustain the speech team.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“It’s very important academically for the school to have this kind of co-curricular program,” he said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;What’s the best thing about being on the speech team? &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“The best part about it is that we really get to meet a lot of different people and learn how to interact with them correctly,” said Krull, a 16-year old junior.&lt;/p&gt;

That idea went by the wayside Feb. 10 when one of four school unions voted against the proposal.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Superintendent of Schools Suzanne Godin announced the decision in a press release last Friday. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt; Stephen Doherty, vice president of South Portland Service Employees Association, confirmed his union rejected the proposal. He explained the union’s vote Tuesday in a prepared statement.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“It is our position that …we do not feel that the answer lies within having public servants fund public education. Despite the fact that we respectfully disagreed with the proposed measure, we remain completely dedicated to doing everything within our power to … help as this dialogue continues,” the statement read.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The statement was signed by Union President Phil Terrano.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“We did anticipate the furlough day,” Godin said. “While we’re disappointed in the result, we appreciate the efforts of the unions to put it forward for consideration by their members.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The board had approved the furlough day Dec. 7. The school department estimated it will save approximately $140,000 by closing all South Portland schools April 26. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The savings would have been applied to this year’s budget to help cover a shortfall caused primarily by a mid-year curtailment of $1.2 million in state funding, Godin said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;All four unions had to approve the furlough day before it could be implemented. The day will now be a staff in-service day, Godin said in the press release. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“It’s disappointing,” said Ralph Baxter, vice president of the board of education. “We hoped for (the furlough) so it would help with next year’s budget. They voted it down. They have the right to do that. So we’ll have to go on from here.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I’m disappointed,” said Karen Callaghan, a member of the South Portland Board of Education. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I don’t really know how it works with unions. It must be really hard to work with that many unions,” she said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The hole in the budget will now be filled with reserves created by federal stimulus funds. These funds had been earmarked to help offset a projected deficit of $2.4 million in next year’s budget, Godin said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I guess we’ll just have to look elsewhere for funds,” Callaghan said. “We’ll have to figure that one out when the budget comes up on Feb. 24.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Board member Alan Livingston said school officials would work to find the money somewhere else.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Unions involved in the vote were the South Portland Administrators Association, Teachers Association, Educational Support Professionals Association and the Service Employees Association.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“More bad news,” said Sara Goldberg, a board member. “It’s so disappointing for me because I feel like we’re not supporting the schools. I was surprised but that was their choice.”  &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;If the unions had approved the proposal, the school district would have had to get a waiver from the Maine Department of Education. A furlough day would have reduced the school year to 179 days, one day less than the state minimum. Furlough days may be scheduled on days students are scheduled to be at school or on teacher in-service days by permission from the Department of Education.&lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Leah De Cesare, a 15-year old sophomore at South Portland High School, is trying to go from beneficiary to benefactor.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Last year she had major back surgery at the Barbara Bush Children’s Hospital at Maine Medical Center in Portland. To show her gratitude for the hospital’s care and to help other children, De Cesare wants to give something back.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;She’s trying to raise $5,000, and hopes to present a check to hospital officials March 5 – the one-year anniversary of her surgery to fix a broken bone in her lower vertebrae. The surgery required an eight-day stay at the hospital and kept Leah out of school for 12 weeks. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;De Cesare said she and her mother, Sue, came up with the fundraising idea. They are conducting the campaign as a team from their South Portland home.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“There are many great things about the Barbara Bush Children’s Hospital. The nurses are terrific,” said Sue.  “If you have to be someplace in a hospital for your child, it’s a very happy, cheery place to be. So we wanted to do a fundraiser to support their great efforts.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Using the telephone, e-mail and letters, the De Cesares will reach out to family, friends, relatives, school officials and the public in the next few weeks.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“We want to go after everyone and anyone we know,” Sue said. “I work in Biddeford. I have a lot of people down there that are going to ask for donations and share our story.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Sue works for the Biddeford Adult Education Office as a community adult education leader.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The De Cesares believe this is a good time to hold a fundraiser for a children’s hospital. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I was hoping to do it around Valentine’s Day when people think of love and their loved ones. So here we are,” Sue said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Sue hopes some of the money will be used to replace a Wii console for computer games stolen last year from the hospital’s teen center.  Leah would like to see a portion of the funds used to purchase stuffed animals, which she thinks are very comforting to children.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“When I was in the hospital, the thing that helped me was getting stuffed animals from different people. It really meant a lot to me,” Leah said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Sue is very familiar with the hospital since she’s twice had to take her daughter and her son, Bruce, to the facility. Leah and Bruce both had their appendix removed when they were younger and Bruce went to the hospital to have a pin removed from his hand.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Leah has had more than her fair share of health problems throughout her life. Over the past three years, she’s had 37 doctor appointments for everything from a sprained ankle to migraine headaches to arthritis.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;On Feb. 17 she was scheduled to have surgery at Maine Medical Center’s cardiac ward for a condition that caused a growth on her first rib near her neck. The growth must be removed because it restricts blood circulation in her arm.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;For this surgery, Leah said she’ll be in the hospital for “only a couple of days.” Leah will miss one week of school, her mother said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Despite her medical problems, Leah maintains a positive attitude and an achievement-oriented lifestyle. At South Portland High School she is an honor student, cheerleader and member of the Interact Club – a community service organization.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Sue is not daunted by the prospect of trying to raise $5,000 over the next few weeks.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“It’s a huge goal,” she said. “Maybe people will look at it and say instead of $5 dollars they’ll give $10 dollars.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Leah knows that fundraising can be a time-consuming and labor-intensive job, but she is determined to help others.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I don’t really care about all the hard work because I know in the end it’s going to pay off. I know that I’m going to help people who are just like me,” Leah said.  &lt;/p&gt;

&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“We do not have a clear idea of where the board wants to be,” Hawkins said. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;When board members last week moved from discussing general guidance to specific targets such as academic programs, spending increases and tax rates, Board Chairman Rebecca Millett ruled the discussion out of order.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“We need to schedule a separate meeting to do targets. We will not discuss targets this evening,” Millett said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Vice Chairman Katharine Ray said the board wasn’t prepared and it wasn’t on the agenda to discuss.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“The public doesn’t know about this,” said Ray.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Board Member David Hillman disagreed with Ray and Millett. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“If (Hawkins) asks for guidance, we need to give it. The fact that it’s not on the agenda is irrelevant. Under state law, we approve the budget,” Hillman said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;By consensus, the board agreed to put the issue on the agenda for its finance committee meeting scheduled for 6:30 p.m. Feb. 23 in the high school library.   &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;John Christie, a board member, said he wants a budget that won’t cut academic programs. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Hillman encouraged the superintendent to create three budget scenarios that would show effects of no increase, spending increases of 3 percent and 6 percent.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“We are looking at a $900,000 shortfall. What does that mean?” Hillman asked. “Next year it’s going to be worse. We used up our reserves this year.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Board member Mary Townsend agreed with Hillman.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Hawkins cited salary increases, energy costs and special education expenses for the anticipated deficit next year.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“We’ve cut what we can cut. We are down to the bare bones. A few scenarios might be helpful,” she said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook; min-height: 10.0px"&gt;&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;&lt;strong&gt;The board unanimously&lt;/strong&gt; approved Hawkins’ budget adjustments to offset a $940,000 deficit for the current school year.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The deficit was created by a mid-year state funding curtailment combined with increased expenses for special education and staff retirements.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Eight staff members retired this year, according to Pauline Aportria, the school department’s business manager. Those retirees qualified for one-time payouts totaling $150,000. The school department did not budget for this expense, Aportria said.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Hawkins bridged the gap without affecting academic programs. He implemented several measures, including using surpluses, transferring Medicaid reimbursements and implementing a spending freeze on supplies, books and staff development.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;“I did have to freeze the budget this year in order to make things work,” Hawkins said. “I look at every PO (purchase order) personally. I approve those that are necessary.”&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;In his budget update for fiscal year 2011, which starts July 1, Hawkins predicted similar financial challenges.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Hawkins said he was relieved the state’s funding reduction for next year would be approximately $40,000 instead of the $900,000 he expected. &lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;The drop came because Cape Elizabeth property values declined by 6 percent, Aportria said. The state’s funding formula is based on property values and enrollment.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;Hawkins said he expects a final vote on the budget by the school board on April 14. The town validation vote is scheduled for June 8.&lt;/p&gt;
&lt;p style="margin: 0.0px 0.0px 0.0px 0.0px; text-align: justify; text-indent: 6.0px; font: 9.0px New Century Schoolbook"&gt;If Cape Elizabeth residents reject the school budget in June, the school board will have to revise it and send it to voters again until it is approved, Hawkins said.&lt;/p&gt;
